An animal rescue organization is offering a $1,200 reward for information on whoever left two emaciated dogs in an eastern Pennsylvania park.

Justice Rescue posted Facebook pictures of the dogs found Monday in Penn Pines Park in Upper Darby.

Police Superintendent Michael Chitwood says a passer-by called 911 after seeing the dogs abandoned in a parking lot with some dog food tossed on the ground nearby. Chitwood says the dogs were in "real bad shape" and that one couldn't even stand. That dog also had fresh puncture wounds in its neck.

Russell Harper, Justice Rescue's chief humane officer, says it's clear the dogs were used for fighting, and had also been beaten.

Harper says, "If you can treat an animal that way, you can treat a human that way."
